U.S. Wargames North Korean Regime Collapse, Invasion to Secure Nukes

North Korea's young leader Kim Jong Un today ordered his missile batteries to prepare to launch against U.S. and South Korea targets, the latest act of belligerence that has left the United States and the world on edge in recent weeks.

But despite Kim's menacing posture, the U.S. military recently wargamed a different scenario: how many American troops would be needed to go in and secure North Korea's nuclear arsenal if Kim's regime collapsed.

That was the objective this February when the U.S. military played out its Winter Wargame, that the autocratic rule of Kim Jong Un unraveled either from civil unrest or a challenge to his power and his arsenal of nukes was up for grabs. It's a scenario that some believe is more likely than a North Korea attack on the south.

"North Korea has relied on these time honored, very effective tools that dictators have wielded all over the world, and what we know about these tools is that they work until they don't," said Jennifer Lind, a Dartmouth professor who has studied potential missions to North Korea.

Recent years have seen the sudden collapse of dictatorial regimes in Libya and Egypt, and Syria is now in flames with control of its chemical weapons in doubt.

"A regime collapse is always on the table, and we are in an uncertain period of leadership transition," said Rodger Baker, a geopolitical analyst from Stratfor Global Intelligence.

In a war game focusing on the fictitious country "North Brownland," military experts from the Army's forward-looking research arm, the Concept Development and Learning Directorate, assessed how many U.S. troops it would take to go into a North Korea-like place to secure the weapons after a crisis erupted, and how quickly those weapons could be secured.

According to Maj. Gen. Bill Hix, who oversaw the war game, American troops would have to enter the country by air and sea, locate nuclear material in enormous storehouses and unknown underground bunkers, and figure out how to wrest control of nuclear materials and stop reactors. The challenges, Hix said, are significant.

"We looked at this issue of countering the proliferation of weapons of mass destruction, specifically nuclear weapons, and fissile material, and the data and the scientists associated with that kind of enterprise," Hix said.

Hix declined to discuss the game's conclusions, but he cited studies that determined that nearly 100,000 troops would be needed to storm the country and secure nuclear material, and that the armed forces are still in need of nuclear experts who could help with such a mission.

"There are obviously many people in the U.S. government or the U.S. who are experts in nuclear reactors or whatever, but not paid to work in a hostile environment where someone is trying to kill you while you are trying to render safe a reactor or fissile material," the general said.

Defense News, which first reported on the wargame, said it took U.S. troops 56 days to get into the country and secure the weapons.

Lind estimated that the mission would need up to 200,000 additional troops to carry out other aspects of stabilizing the country, including efforts to feed citizens, and locating and disarming conventional weapons and artillery.

Those levels would exceed the peak number of troops in Iraq, which was 165,000, and the peak for Afghanistan, which was 101,000.

"Can we get the job done? I think the answer is yes," Hix said. "Can we do it at the speed that may be required right now? I think we're challenged to do that."

Experts said the U.S. began taking seriously the possibility of a regime collapse in 2008 when the former leader, Kim Jong-il, had a stroke. The concern grew when Kim Jong-il died in 2011 and son Kim Jong Un, who is believed to be 30, took over.

Lind said that though Kim's recent statements have been more frequent and more antagonistic than usual, it would make little sense for North Korea to launch a strike now.

"I don't believe war is coming because North Korea has no rational reason for starting a war which would lead them to no longer exist," Lind said.

"I think the number one mission for the U.S. is to defend South Korea against a North Korea invasion, (and) over time that's gotten less and less plausible," she said. "Second is these collapse scenarios."

"When we think about collapse, we worry about all of that [nuclear material] being flung to the winds and accessed on a global black market," Lind said. "Then of course the nightmare scenario is a terrorist group gets hold of fissile material, or a weapon, or one of the scientists that shows them how to make a nuclear weapon."

Gen. Hix noted that the military is constantly preparing for any crises or scenario it may face in the future, and both he and the other experts agreed that a North Korean collapse is not visibly imminent.

"If we look at various factors, I wouldn't say there's any particular indicator that we should be worried right now, but this could change in a matter of days. We could see a collapse and then be speculating for decades," Lind said.

Baker said that though the probability of a collapse was higher than that of North Korea attacking another country, he expected Kim to continue leading the country, with its economy limping along, in the near future. He said he ultimately expects Kim to begin to open North Korea to the rest of the world.

Monte Paschi says lost billions in deposits after Feb scandal

MILAN (Reuters) - Customers' deposits at Italian bank Monte dei Paschi fell by "a few billion euros" after a scandal erupted in February over loss-making derivatives trades at the lender, the bank said in a document posted on its web site on Saturday.

Monte dei Paschi last week reported a higher-than-expected net loss for the whole of 2012 on the back of a rise in provisions for bad loans and 730 million euros in losses on the derivatives trades, which are at the center of a fraud.

But it has yet to make clear what impact the scandal itself had on its first quarter results.

"The illicit nature of the derivatives trades and their consequence on the bank's assets exposed the bank to reputational damage that was immediately translated into...the withdrawal of a few billion euros in deposits," the bank said in a document for shareholders attending its April 29 meeting.

The bank's chief financial officer said after the earnings were released on Thursday that it was "quick in recovering ground in March" on lost deposits in February.

"January started off well...we were somewhat impacted in February but we were quick in recovering ground in March," Bernardo Mingrone told analysts on a conference call.

But he declined to give a forecast on the level of deposits at the end of the first quarter of 2013 or to indicate the outlook for net interest income and loan loss provisions.

House Speaker admonishes fellow Republican for immigrant slur

WASHINGTON (Reuters) - House of Representatives Speaker John Boehner on Friday condemned a reference to migrant workers made by fellow Republican Representative Don Young, calling the comments "offensive and beneath the dignity of the office."

Young referred to migrant workers as "wetbacks" in a radio interview aired in his home state of Alaska on Thursday, but issued an apology late in the day after criticism. The term is considered a slur against illegal immigrants who crossed into the United States from Mexico.

"My father had a ranch. We used to hire 50-60 wetbacks ... to pick tomatoes ... it takes two people to pick the same tomatoes now. It is all done by machine," Young said in the interview.

The lawmaker was speaking about the economy and technology. He later said he did not realize the term was considered offensive.

"I used a term that was commonly used during my days growing up on a farm in Central California," Young said in a statement. "I know that this term is not used in the same way nowadays and I meant no disrespect."

Boehner issued a statement on Friday saying there was "no excuse," for the comments.

"Congressman Young's remarks were offensive and beneath the dignity of the office he holds. I don't care why he said it - there's no excuse," Boehner said in a statement issued on Friday.

Look out squirrels: Leopards are new backyard wildlife

A new study led by WCS-India scientist Vidya Athreaya finds that certain landscapes of western India completely devoid of wilderness and with high human populations are crawling with a different kind of backyard wildlife: leopards.

The study found as many as five adult large carnivores, including leopards and striped hyenas, per 100 square kilometers (38 square miles), a density never before reported in a human-dominated landscape.

The study, called "Big Cats in Our Backyards," appeared in the March 6 edition of the journal PLoS One. Authors include: Vidya Athreya and Ullas Karanth of the Wildlife Conservation Society and Centre for Wildlife Studies in Bangalore; Morten Odden of Hedmark University College; John D. C. Linnell of the Norwegian Institute for Nature Research; and Jagdish Krishnaswamy of Asoka Trust for Research of Ecology in the Environment.

Using camera traps, the authors founds that leopards often ranged close to houses at night though remained largely undetected by the public. Despite this close proximity between leopards and people, there are few instances of attacks in this region. The authors also photographed rusty spotted cat, small Indian civet, Indian fox, jungle cat, jackal, mongoose ? and a variety of people from the local communities. The research took place in western Maharashtra, India.

"Human attacks by leopards were rare despite a potentially volatile situation considering that the leopard has been involved in serious conflict, including human deaths in adjoining areas," said big cat expert Ullas Karanth of WCS. "The results of our work push the frontiers of our understanding of the adaptability of both humans and wildlife to each other's presence."

The authors say that the findings show that conservationists must look outside of protected areas for a more holistic approach to safeguarding wildlife in a variety of landscapes.

1000 Encouraging Weight-Loss Words - Shape

One summer when I was in between third and fourth grade, my grandmother came to Baton Rouge, LA, to visit and stayed at a local hotel. She invited my brothers and I to go swimming in the hotel pool, and toward the end of our water play she said, "Everyone together for a photo."

"Let me put a shirt on," I recall saying.

"Why would you do that? You've been swimming," she said.

"I'm fat," I said.

She argued back, "No you're not!"

We went back and forth a few times, but she was stubborn and always won. Looking back, I'm glad she made me stand there in my swimsuit because when I found the photo a few years ago, I realized that I wasn't fat.

Today my relationship with the camera still isn't grand. I feel awkward and am extremely self-critical. I have photo anxiety and have a hard time looking at myself in a photo without seeing what I consider to be negatives.

Even though I've been dropping inches like crazy and am able to shop for smaller clothes sizes, I haven't been seeing a lot of changes in the mirror. It wasn't until I recently saw some photos of me that I realized my body is really changing!

In the April issue of SHAPE, I could see a difference in my face and hips. But what has also been helpful for my motivation are my personal photos. For example, the photos from last summer when I ran my first 5K compared to a recent photo in the same outfit (above) show tremendous changes. My face is thinner; my legs, arms, and shoulders are getting some definition; my hips are narrowing; and just last week in some other photos, I saw my collarbone for the first time in years! I couldn't believe it!

I may dread taking photos, but as the old saying goes, a picture is worth a thousand words?and that's especially true as I'm losing weight. For me, some of those words are:

  • You're doing it!
  • Keep going!
  • You can do anything you set your mind to!

At the beginning, I had planned to take progress photos in workout clothes every 10 pounds, but since the scale is moving slowly, I think I'm going to start snapping photos on the first of every month. After all, who wouldn't love 1,000 positive words every so often??

Russian tycoon found dead in Britain: Is it suicide?

Russian tycoon found dead: Boris Berezovsky was found in his Surrey, England, home, dead. Cause of death is not known yet. But there is speculation that the once-wealthy Russian tycoon committed suicide.

The cause of death is unknown at this time. But speculation that Berezovsky committed suicide is rampant, especially in Russian media.

Two things are prompting the speculation. First, a Russian lawyer, Alexander Dobrovinsky, was among the first to announce his death and posted in social media the following, according to RT.com:

?Just got a call from London. Boris Berezovsky committed suicide. He was a difficult man. A move of disparity? Impossible to live poor? A strike of blows? I am afraid no one will get to know now,?

There's no indication of the quality of Dobrovinsky's source. Certainly, British police have not yet made public a cause of death.

The second factor fueling the suicide talk is the very public decline in Berezovsky's wealth. He had lost several court cases and was known to be selling off real estate, a yacht, and art to raise funds. As The Guardian of London reports:

"Berezovsky's death comes only months after he lost a high-profile and personally disastrous court case against fellow Russian oligarch Roman Abramovich. He had accused the Chelsea football club owner of blackmail, breach of trust and breach of contract in relation to a Russian oil company. After the claims were dismissed, he was ordered by the high court to pay ?35m of Abramovich's legal costs.

His financial difficulties were recently further exacerbated after his former mistress Elena Gorbunova, 43, claimed that Berezovsky owed her $8m (?5m) in compensation over the sale of their $40m residence in Surrey."

Just days ago, Berezovsky sold his Andy Warhol limited edition print of Vladimir Lenin, known as "Red Lenin," for just over $200,000, according to the Russian media outlet RIA Novosti.

Berezovsky's political and financial success follows the arc of recent Russian history. In the 1980s, with the political opening and rise of free enterprise, he went from a quiet mathematician to powerful oligarch. His first business foray? - which Russian prosecutors later said was? illegal profit skimming - involved car sales for the state auto giant AvtoVAZ. Berezovsky used his initial wealth to build a media empire that included partial ownership of two national television networks and several respected newspapers.

As his wealth grew, so did his political clout.

In 1996, Berezovsky was among a group of businessmen who helped Boris Yeltsin's career. "It is no secret that Russian businessmen played the decisive role in President Yeltsin's victory," Berezovsky later told Forbes magazine. "It was a battle for our blood interests."

In return, Yeltsin sold to his backers Russian national industries at a fraction of their actual value. By the late 1990s, Berezovsky had an 80 percent ownership share in Sibneft, an oil company.

But as Agence France Presse reports "his most significant political move was the one that inadvertently sealed his fate: helping Yeltsin choose then-secret services chief Vladimir Putin as Russia's second president.

Berezovsky quickly became a key target of Putin's crackdown on the oligarchs' political independence. He fled the country and fired back with his entire media arsenal, painting the new president as a budding dictator."

The Guardian notes that "Berezovsky is been on Moscow's most wanted list since 2001 on charges of fraud, money-laundering and attempted interference in the Russian political process. A Russian court sentenced Berezovsky in absentia for embezzling $2bn from two major state companies."

But in the past year, there are reports that Berezovsky was seeking to return to Russia. The Irish Times reports that he had recently written to Mr. Putin seeking a pardon, according to Putin's spokesman Dmitry Peskov.

Palestinian journalist jailed for Abbas photo

RAMALLAH, West Bank (AP) ? A West Bank appeals court on Thursday upheld a one-year prison term for a Palestinian journalist who had a photo on his Facebook page that authorities claimed portrayed President Mahmoud Abbas as a traitor, rights activists said.

It was the second such case in two months, and Abbas' Palestinian Authority is facing mounting criticism for stifling dissent. In particular, Abbas' security forces have targeted supporters of the Islamic militant Hamas, which seized the Gaza Strip from him in 2007.

The defendant in Thursday's case was Mamdouh Hamamreh, a reporter for the Hamas-linked Al-Quds TV.

Nimer Hamad, an adviser to Abbas, said the Palestinian president would pardon Hamamreh, but declined further comment.

Prosecutors have alleged that a photo montage on his Facebook page back in 2010 showed Abbas next to a villain in a popular TV drama about French colonial rule in the Levant. The villain was an informer for the French and the photo caption read: "They're alike."

Hamamreh denied that he was the one who posted the photo, but last year a court sentenced him to a year in prison. An appeals court upheld the sentence Thursday, said Issam Abdeen of the Palestinian human rights group Al-Haq.

In February, a Palestinian court sentenced university student Anas Awwad, 26, to a year in jail for "cursing the president" on Facebook. The Palestinian judiciary applies a Jordanian law that criminalizes cursing the king.

Awwad's father said at the time that his son was being punished for what appeared to be a humorous caption under a picture showing Abbas kicking a soccer ball.

An appeals court overturned Awwad's sentence earlier this month and ordered a new trial, Abdeen said. Several other Palestinians face similar charges, he said.

Abbas and his Palestinian Authority, which administers 38 percent of the West Bank, have come under fire repeatedly for squashing dissent. Hamas, which rules Gaza, has faced similar accusations, including going after supporters of Abbas' Fatah movement.

The Palestinian political split of 2007 largely halted the work of democratic institutions. It paralyzed the parliament and prevented new parliamentary and presidential elections.

An initiative by Woolworths' Australian supermarkets to buy milk directly from its dairy farmers in reaction to its concern about the viability of the industry is unlikely to be replicated in New Zealand.

That is because the milk market in New Zealand is completely different from the Australian market where a milk price war ignited by Coles in January 2011 with $1 a litre milk is putting pressure on farmers.

The Australian Woolworths chain is expected to unveil plans to buy milk directly from Australian dairy farmers as part of a campaign to demonstrate its concern about the industry's viability.

Progressive Enterprises managing director Dave Chambers said he would not have thought Woolworths would follow the Australian lead because the milk industry was so different even though the countries were close neighbours.

"They are completely different markets and we work with New Zealand suppliers for the benefit of New Zealanders."

Unlike Australia's low retail prices brought on by competition New Zealand milk has hovered around a higher level in line with world markets.

New Zealand milk prices are lower than their 2011 high with Countdown selling a homebrand two-litre bottle of milk this month for $2.98, down from $3.60 in March 2012.

However, international prices were on the rise and the question had been raised whether domestic milk would go up again as supplies reduce from drought and tighter supplies internationally.

Woolworths' Australian supermarkets sell milk for $1 a litre, but according to a story in Melbourne's The Age newspaper Woolworths is no fan of the milk price war.

A Farmers Own brand of milk bought from dairy farmers at an expected fair price was due to start this week with milk processors who previously supplied the milk continuing to process it for Woolworths.

Woolworths questioned the sustainability of the low prices in a submission to a Senate inquiry about Australian milk competition and pricing in 2011.

(AP) ? State troopers in northern New Jersey didn't have to go far to make a pot bust. They didn't even have to get in their cruisers.

Police say they caught three men lighting up in a car in the parking lot of the barracks in Totowa (TOH'-toh-wah).

What gave the men away? Police say a trooper setting out for night patrol caught a whiff of marijuana.

The three men were charged with drug possession. Police say they were waiting for another man who was inside the station picking up paperwork for an impounded car. He was also charged with drug possession.

Authorities say for some reason, the men didn't expect to see a trooper in the parking lot of the state police barracks.

Prescription drugs cost least at Costco and most at CVS: study

(Reuters) - Some of the most popular prescription drugs that recently became available in generic form are sold at the lowest prices at Costco and at the highest prices at CVS Caremark, according to an analysis by Consumer Reports.

Failing to comparison shop for drugs - such as generic Lipitor to lower cholesterol or generic Plavix to thin the blood - could result in overpaying by $100 a month or even more, depending on the drug, the report said.

The article will be available in the May issue of Consumer Reports.

Consumers may find good deals at local independent pharmacies, Consumer Reports said.

One of the big takeaway messages from the analysis is that the customer must ask the pharmacist for the best price, the publication said.

"Especially for the independent pharmacies, if they want to retain your business and loyalty, they will help you get the best price," Lisa Gill, an editor at Consumer Reports, said.

One reason for the wild cost fluctuations may be that different types of stores have different business incentives, she said.

"It really comes down to a store's business model. For example, big box stores tend to use their pharmacies as a way to get consumers through the door with the expectation that they'll buy other things," Gill added.

Victor Curtis, senior vice president of pharmacy for Costco, said the retailer does not sell below costs and that its pharmacy is a contributor to Costco's overall profitability.

Consumer Reports conducted its analysis by using "secret shoppers" who called more than 200 pharmacies throughout the United States to get retail prices, without using insurance, on a month's supply of five blockbuster drugs that have recently become available as generics.

The drugs were diabetes drug Actos (pioglitazone); antidepressant Lexapro (escitalopram); cholesterol fighter Lipitor (atorvastatin); blood thinner Plavix (clopidogrel); and asthma drug Singulair (montelukast).

There was a difference of $749 between the highest and lowest priced stores.

For example, one month's supply of generic Lipitor costs $17 at Costco, Consumer Reports' secret shoppers found. The same drug cost $150 at CVS. Rite Aid and Target had similarly high prices.

Consumer reports recommends getting refills for 90 days instead of 30 days, as most pharmacies offer discounts on a 3 months' supply.

Brain scans might predict future criminal behavior

Mar. 28, 2013 ? A new study conducted by The Mind Research Network in Albuquerque, N.M., shows that neuroimaging data can predict the likelihood of whether a criminal will reoffend following release from prison.

The paper, which is to be published in the Proceedings of the National Academy of Sciences, studied impulsive and antisocial behavior and centered on the anterior cingulate cortex (ACC), a portion of the brain that deals with regulating behavior and impulsivity.

The study demonstrated that inmates with relatively low anterior cingulate activity were twice as likely to reoffend than inmates with high-brain activity in this region.

"These findings have incredibly significant ramifications for the future of how our society deals with criminal justice and offenders," said Dr. Kent A. Kiehl, who was senior author on the study and is director of mobile imaging at MRN and an associate professor of psychology at the University of New Mexico. "Not only does this study give us a tool to predict which criminals may reoffend and which ones will not reoffend, it also provides a path forward for steering offenders into more effective targeted therapies to reduce the risk of future criminal activity."

The study looked at 96 adult male criminal offenders aged 20-52 who volunteered to participate in research studies. This study population was followed over a period of up to four years after inmates were released from prison.

"These results point the way toward a promising method of neuroprediction with great practical potential in the legal system," said Dr. Walter Sinnott-Armstrong, Stillman Professor of Practical Ethics in the Philosophy Department and the Kenan Institute for Ethics at Duke University, who collaborated on the study. "Much more work needs to be done, but this line of research could help to make our criminal justice system more effective."

The study used the Mind Research Network's Mobile Magnetic Resonance Imaging (MRI) System to collect neuroimaging data as the inmate volunteers completed a series of mental tests.

"People who reoffended were much more likely to have lower activity in the anterior cingulate cortices than those who had higher functioning ACCs," Kiehl said. "This means we can see on an MRI a part of the brain that might not be working correctly -- giving us a look into who is more likely to demonstrate impulsive and anti-social behavior that leads to re-arrest."

The anterior cingulate cortex of the brain is "associated with error processing, conflict monitoring, response selection, and avoidance learning," according to the paper. People who have this area of the brain damaged have been "shown to produce changes in disinhibition, apathy, and aggressiveness. Indeed, ACC-damaged patients have been classed in the 'acquired psychopathic personality' genre."

Kiehl says he is working on developing treatments that increase activity within the ACC to attempt to treat the high-risk offenders.

The four-year study was supported by grants from the National Institute on Drug Abuse (NIDA), the National Institute of Mental Health (NIMH), and pilot funds by the John D. and Catherine T. MacArthur Foundation Law and Neuroscience Project. The study was conducted in collaboration with the New Mexico Corrections Department.

Google to deliver goods quickly to online shoppers

SAN FRANCISCO (AP) ? Internet search leader Google is taking another step beyond information retrieval into grocery delivery.

The new service, called Google Shopping Express, will initially provide same-day delivery of food and other products bought online by a small group of consumers in San Francisco and suburbs located south of the city. The company, based in Mountain View, Calif., didn't say how many people will be part of the test.

If the pilot program goes well, Google Inc. plans to expand delivery service to other markets.

"We hope this will help users explore the benefits of a local, same-day delivery service, and help us kick the tires on the new service," Google said in a Thursday statement.

The delivery service is part of Google's effort to increase consumer reliance on the Internet, so it will have more opportunities to show online ads, which generate most of its revenue.

Google has learned that the more time people spend online, the more likely they are to use its dominant search engine or one of its other popular services, like its YouTube video site or Gmail, that include advertising.

The delivery service also could spur merchants to buy more online ads if Google's same-day delivery service encourages consumers to do more of their shopping online. Having to wait days or, in some cases, more than a week for the delivery of online orders ranks among the biggest drawbacks to Internet shopping.

It's a problem that Amazon.com Inc. and eBay Inc., which operate the largest e-commerce sites, already have been trying to solve by offering same-day service in some U.S. markets. Wal-Mart Stores Inc., the world's largest retailer, also offers same-day delivery in five markets.

A mix of national, regional and neighborhood merchants are enlisting in Google Shopping Express. The best-known names on the list include Target Inc. and Walgreen Co. All the merchants in the Google program will sell certain items through a central website. Google has hired courier services to pick up the orders at the merchant stores and then deliver them to the customer's home or office.

Although the couriers will be working on a contract basis, they will be driving Google trucks and wearing company-issued uniforms.

It remains unclear whether Internet shopping and same-day delivery can be profitable. Online grocer Webvan collapsed in 2001, largely because it couldn't devise a pricing plan that would pay for the costs of same-day delivery without alienating shoppers unwilling to pay too much extra for the added convenience.

Google is still trying to figure out how much to charge for its same-day delivery service. For the six-month test period in the San Francisco area, consumers won't have to pay a surcharge. Google instead will receive a commission from participating merchants.

The expansion into same-day delivery comes at the same time that Google is preparing to close some of its older online services so it can devote more attention and money to other projects.

The realignment has irked some Google users. The biggest complaints have centered on Google Reader, which allows people to automatically receive headlines and links from their favorite sites, and iGoogle, which allows Web surfers to design a page consisting of the Google search engine surrounded set up other online features, such as local weather reports and stock market quotes.

Google Reader is scheduled to close in July and iGoogle will shut down in November.

Google shares fell $8.47 to close at $794.19 on Thursday.

Panasonic plans $2.7 billion of fresh restructuring

TOKYO (Reuters) - Japan's Panasonic Corp said it will spend 250 billion yen ($2.7 billion) over the next two years on a fresh round of restructuring to revive the sprawling electronics giant, but did not indicate if that spending would cover any possible job cuts.

At Thursday's news conference in Tokyo, President Kazuhiro Tsuga said he wants to expand the firm's automotive and housing development businesses as it pulls back from consumer electronics under the company's mid-term business plan.

Like Sony Corp and Sharp Corp, Panasonic's TV unit has been battered by lower-cost Korean rivals able grab market share with cheaper high-quality products. Japan's biggest commercial employer - set to report its second straight annual net loss - is under pressure to dump weak businesses and trim its payroll that even after more than 40,000 job losses in the past two years still comprises more than 300,000 people.

"Panasonic has talked about selling assets, but without cutting workers too, it will come across as a restructuring plan that lacks teeth," said Makoto Kikuchi, the CEO of Myojo Asset Management in Tokyo. "Panasonic does not have the sort of corporate culture which you would expect to see serious layoffs."

Since peaking at $97 billion in 2007, sales have contracted by a fifth. Over the past decade, Panasonic's cumulative net loss adds up to about $13 billion.

Panasonic will also seek external investment in its healthcare business, which Tsuga said he will personally oversee. Panasonic will also sell its majority stake in a logistics business to Nippon Express Co Ltd.

For the next business year, Panasonic expects its net income to reach 50 billion yen, and targets an annual operating profit of 350 billion yen and a margin of 5 percent by March 2016. ($1 = 94.3700 Japanese yen)

New process to make nanospheres

Mar. 26, 2013 ? A patent-pending technology to produce nanospheres developed by a research team at North Dakota State University, Fargo, could enable advances across multiple industries, including electronics, manufacturing, and biomedical sectors.

The environmentally-friendly process produces polymer-based nanospheres (tiny microscopic particles) that are uniform in size and shape, while being low-cost and easily reproducible. The process developed at NDSU allows scale-up of operation to high production levels, without requiring specialized manufacturing equipment.

A 3 a.m. Eureka! moment

Dr. Victoria Gelling, associate professor in the Department of Coatings and Polymeric Materials at NDSU, had a "Eureka!" moment when she woke early one morning -- 3 a.m., to be precise, an hour when most of us are still sleeping. Dr. Gelling used early morning creativity to imagine a new way to oxidize monomers, which are relatively small and simple molecules, into polymers, which are larger, more complex molecules that can be used to create synthetic materials. Dr. Gelling hypothesized that oxidizing ozone in water might accomplish this task.

Later that day in the lab, Dr. Gelling and her team tested the hypothesis. On the first try, they created a suspension of nearly perfectly rounded, uniformly-sized nanospheres, ranging from 70 to 400 nanometers in diameter. In addition to their uniform size, the nanospheres stay suspended in the solution, and are easily removed using a centrifuge.

"The synthesis of the nanospheres is rather simple, with no other chemicals required other than water, ozone, and the small molecules which will become the polymers," said Dr. Gelling. "We also have tight control of the size, as they are beautiful, perfect marbles."

Given their uniform size and shape, the nanospheres could have uses across multiple industries. According to Dr. Gelling, such nanospheres could be used to: -Produce high-performance electronic devices and energy-efficient digital displays -Create materials with high conductivity and smaller parts for consumer electronics -Deliver medicine directly to diseased cells in the body -Provide antibacterial coating on dressing for wounds -Develop nanosensors to aid in early disease detection -Create coatings that provide increased protection against corrosion and abrasion

The process to develop nanospheres discovered at NDSU's Department of Coatings and Polymeric Materials was developed with support under Grant Number W911NF-09-2-0014, awarded by the U. S. Army Research Office.

NDSU's research team for this technology includes Dr. Victoria Gelling, graduate research assistant Abhijit Jagnnath Suryawanshi, Omerga, MS, India; Chris Vetter, MS '11, Moorhead, Minn., and Jessica Lamb, Fargo, N.D., now a graduate student at Cornell University.

The patent pending nanospheres technology is available for licensing/partnering through the NDSU Research Foundation.

(AP) ? Five-time champion Serena Williams has advanced to the Sony Open semifinals and tied the women's record for career victories in the tournament by beating No. 5-seeded Li Na 6-3, 7-6 (5).

Williams overcame six double-faults Tuesday and rallied in the second set from a 5-2 deficit. She hit six winners in the tiebreaker, including a forehand passing shot cross-court on the final point.

Williams, who won her most recent Key Biscayne title in 2008, improved to 59-7 in the tournament. Steffi Graf, another five-time champion, went 59-6.

No. 3 David Ferrer advanced to the men's quarterfinals by beating No. 13 Kei Nishikori 6-4, 6-2. Ferrer's next opponent will be unseeded Jurgen Melzer, who rallied past Albert Ramos 2-6, 6-3, 6-3.

Congressman wants to telecommute

For the second time, a member of Congress is proposing rule changes that would let lawmakers telecommute to Washington and pass laws without meeting face to face. But is that in the best interests of voters?

Joint_Session_of_CongressThe idea of a ?virtual Congress? isn?t new and isn?t likely to get a lot of support in the current Congress, but it does raise some interesting issues.

New Mexico Representative Steve Pearce introduced the idea back in November 2010. His latest resolution argues that that a remote Congress is better for citizens, because it puts elected representatives closer to constituents.

Pearce?s resolution ?directs the Committee on House Administration to establish procedures and rules for the consideration of legislation by Members of Congress in a virtual setting.?

In short, the House of Representatives would be able to teleconference and video conference and ?implement hearings, conduct debate, meet, and vote? under Pearce?s plan.

Pearce?s argument also states that a remote Congress would save taxpayers money by minimizing travel costs, and prevent evildoers who might disrupt the government with a terrorist attack on Capitol Hill by spreading members across the country.

In a 2010 policy document, Pearce provided more details about the plan. For starters, the House wouldn?t be 100 percent virtual, which would keep the proposal from conflicting with constitutional requirements for it to meet in person in Washington.

?Members of Congress would report to Washington for debate and votes on critical bills and bills that pass a certain threshold of spending. Other occasions that warrant they be present in person would be to attend the annual State of the Union or receive addresses by foreign heads of state and other significant events,? he said in 2010.

Article 1, Section 5, Clause 4 of the Constitution requires that if the House or Senate wants to meet in session outside of the Capitol, it needs permission from the other chamber.

The 20th Amendment also requires that Congress ?shall assemble at least once in every year, and such meeting shall begin at noon on the 3d day of January, unless they shall by law appoint a different day.?

Pearce also states that a remote Congress would insulate members from lobbyists in Washington, and make representatives directly responsible to voters.

?Regular, everyday citizens have little-to-no-input as legislation moves through the subcommittees, full committees or floor debate. That is a problem that needs resolution,? Pearce said in 2010.

Last week, he told The Hill that ?Keeping legislators closer to the people we represent would pull back Washington?s curtain and allow constituents to see and feel, first-hand, their government at work.?

However, critics of the current Congress and its underachieving predecessor point to the constant travel to and from Washington by politicians as a leading cause of gridlock.

Labeled ?The Commuter Congress,? most lawmakers use long weekends to travel home and see family members and constituents. Business on Capitol Hill is often limited to three or four days a week.

For example, in the current calendar for the 113th Congress, the House meets four days a week for 26 weeks in the year; its members are never scheduled to work a five-day week. The House will work on 14 Fridays, out of 52, this year.

Former Senate leaders Trent Lott and Tom Daschle have talked about the lack of personal contact outside of work between Congress members as a direct factor in political gridlock.

?I know many times I would look up on TV and I would see somebody and then the name would come up and it would say ?member of Congress? and I?d go ?I don?t even know who that is,?? former congressman Connie Mack told CNN in January 2013.

A 2011 Newsweek article recounted some tales from prior sessions of Congress, where politicians and their families spent a lot of time with each other outside of the Capitol?and regardless of political affiliation.

?Real legislating?the compromises and deal making that distinguish politics from posturing?happens only among people who know and respect each other,? said author Lisa Miller.

Miller also pointed out two other realities: Some politicians don?t want to be seen as part of the Washington establishment, and it?s easier for congressional members to raise election funds at home.

Back in 1787, when the Constitutional Convention met in Philadelphia, much compromise was achieved when the delegates met socially after their contentious sessions inside what is now known as Independence Hall. Many also stayed in the same rooming houses. The resulting document was the U.S. Constitution, which set up Congress along with other essential institutions of government.

Taliban suicide bombers kill five Afghan police as Kerry visits Kabul

JALALABAD, Afghanistan (Reuters) - Taliban suicide bombers killed at least five policemen in Afghanistan's restive east on Tuesday, officials said, in a three-hour attack that coincided with a visit to the country by U.S. Secretary of State John Kerry.

The pre-dawn attack on a police compound in Jalalabad, eastern Afghanistan's largest city, came as the country braces for the beginning of the spring fighting season in the 11th year of the war.

One attacker detonated an explosive-laden car at the entrance of the Afghan National Police compound in a bid to let other attackers inside, provincial police chief Amin Sharif said.

"Three suicide bombers triggered their explosive vests and five were shot dead," he told Reuters, adding that five policemen were killed and four wounded.

Amin said the attackers were armed with rocket-propelled grenades and light machineguns, sparking a three-hour battle with Afghan security forces. Six civilians were wounded.

Kerry was in Kabul to discuss transfer of security to the Afghan forces, as most U.S.-led NATO combat troops prepare to leave by the end of next year.

Taliban spokesman Zabihullah Mujahid claimed responsibility for the attack in a text message.
