US, Europe look at fast but risky penalty on Iran (AP)

WASHINGTON ? The United States and Europe are considering unprecedented punishment against Iran that could immediately cripple the country's financial lifeline. But it's an extreme option in the banking world that would come with its own costs.

The Obama administration wants Iran evicted from SWIFT, an independent financial clearinghouse that is crucial to the country's overseas oil sales. That would leapfrog the current slow-pressure campaign of sanctions aimed at persuading Iran to drop what the U.S. and its allies contend is a drive toward developing and building nuclear weapons. It also perhaps would buy time for the U.S. to persuade Israel not to launch a pre-emptive military strike on Iran this spring.

The last-resort financial effort suggests the U.S. and Europe are grasping for ways to show immediate results because economic sanctions have so far failed to force Iran back to nuclear talks

But such a penalty could send oil prices soaring when many of the world's economies are still frail. It also could hurt ordinary Iranians and undercut the reputation of SWIFT, a banking hub used by virtually every nation and corporation around the world. The organization's full name is the Society for Worldwide Interbank Financial Telecommunications.

Meanwhile, violence is increasing. Explosions in Bangkok on Tuesday ? Israel's defense minister labeled them an "attempted terrorist attack" ? came the day after Israel accused Iran of trying to kill its diplomats in India and Georgia. Those attacks followed the recent killings of Iranian scientists.

In the financial world, the United States can't order SWIFT to kick Iran out. But it has leverage in that it can punish the Brussels-based organization's board of directors individually, possibly freezing their assets or limiting their travel. Talks are focused now on having Europe make the first move.

Short of total expulsion, Washington and representatives of several European nations are in talks over ways to restrict Iran's use of the banking consortium to collect oil profits.

The Obama administration is divided over whether the possible gain is worth the risk in trying to threaten SWIFT into kicking out a member country, in part because of concern that it would set back the global financial recovery. Iran remains a global financial player despite years of banking sanctions, and blocking it from using the respected transfer system would be a black mark like no other.

More than 40 Iranian banks and institutions use SWIFT to process financial transactions, and losing access to that flow of international funds could badly damage the Islamic republic's economy. It would also probably hurt average Iranians more than the welter of existing banking sanctions already in place since prices for household goods would rise while the value of Iranian currency would drop.

Lawyers for SWIFT are holding meetings in Washington. People familiar with the talks say a compromise is possible in which SWIFT would voluntarily bar or restrict Iranian transfers.

But if SWIFT fails to act on its own, the U.S. expects Europe to require it to terminate services for Iranian banks, one Obama administration official said.

David Cohen, the Treasury Department's undersecretary for terrorism and financial intelligence, delivered that message to European Union officials in Brussels earlier this month, said the official, who was not authorized to speak publicly and thus spoke only on the condition of anonymity.

Mark Dubowitz, a sanctions expert advising the White House on Iran, said the Obama administration is having detailed discussions on the merits and consequences of forcing SWIFT to block Iranian transactions.

Some in the administration also prefer to give time for new sanctions on Iran's Central Bank, officially enforced starting just this month, to take hold before layering on a round of even more draconian penalties.

SWIFT was involved in a separate controversy when it was revealed in 2006 that it had skirted the EU's strict privacy laws after the Sept. 11, 2001, attacks by transferring millions of pieces of personal information from its U.S. offices to American authorities as part of the US Terrorist Finance Tracking Program.

"It is an essential cog in the wheel, if not the wheel itself, in international financial transactions and trade," said David Aufhauser, former general counsel at the Treasury Department who worked with SWIFT to set up that information transfer.

SWIFT handles cross-border payments for more than 10,000 financial institutions and corporations in 210 countries. It lets users exchange financial information securely and reliably, thereby lowering costs and reducing risk. It operates on trust and neutrality ? SWIFT accepts nearly all comers and does not judge the merits of the transactions passing through its secure message system. Its managers generally brush off investigators and enforcement agencies, telling them to take up suspected wrongdoing directly with nations or corporations.

Established in 1973, the essential but little-known hub is overseen by major central banks, including the U.S. Federal Reserve and the European Central Bank.

Lawyers familiar with SWIFT's operations said it could bar processing actions with any Iranian party or third parties representing Iran, though that would open the consortium to complaints of favoritism or political influence. It could permit the processing but quarantine Iranian transactions, or require warnings to those doing business with Iran. Penalties on Iran short of expulsion could allow SWIFT to preserve a greater appearance of neutrality but make business partners think twice, lawyers said.

Proponents of blocking Iran from SWIFT say the financial network's own bylaws require that its services not be used to facilitate illegal activities and allow it to prohibit users that are subject to sanctions.

While the U.S. and Europe debate options, some American lawmakers are trying to increase pressure on SWIFT. The Senate Banking Committee passed a measure earlier this month directing the White House to press SWIFT to block Iranian entities.

Rep. Ileana Ros-Lehtinen, chairwoman of the House Foreign Affairs Committee, also introduced a tougher bill that would compel the administration to sanction SWIFT unless it stopped providing services to Iran.

If lawmakers were to pass a compromise bill, final legislation could land on the president's desk in late spring or early summer, according to a senior Senate aide.

The pending legislation has caught the attention of officials at SWIFT. The financial network's general counsel and other advisers requested a meeting with congressional lawmakers and staff, the aide said.

Those meetings are scheduled in Washington for the week of Feb. 20, said the aide, who also spoke only on condition of anonymity.

Officials close to the White House say the Obama administration is comfortable with the less restrictive language in the Senate Banking Committee measure, but has concerns that more-binding legislation would leave the U.S. less flexibility in dealing with Iran.

SWIFT did not respond to requests for comment. In a brief statement posted on its website, the consortium said it is committed to fighting misuse of the financial system to finance terrorism and has cooperated with enforcement agencies in the U.S. and Europe.

Without addressing the specifics of a full expulsion or more limited block on Iranian transactions, SWIFT's statement urged caution.

"SWIFT remains committed to maintaining its role as a neutral global financial communications network" while complying with sanctions laws, the statement said.

Spotify amps up iOS app by increasing playback to 320kbps (Appolicious)

It?s available both as a free service with ad support and for a monthly subscription fee of about $9 ? but if you pay the monthly fee, you also get streaming to mobile devices.

Up until recently, the mobile app for Spotify supported only two quality levels for streaming: 96 kilobits per second and 160 kilobits per second. The lower of the two is pretty data-conservative ? not bad for saving money on your smartphone?s data bills ? but sacrifices quite a bit of fidelity in the quality of the track to which you?re listening. The 160kbps rate is better and sounds pretty good through most sets of headphones or speakers, but with better-quality equipment, users can pretty quickly start to hear the limits of the 160kbps transfer.

The update to Spotify?s app adds a third level to its streaming capabilities: ?Extreme,? a transfer rate of 320kbps (the lower rates are referred to in the app as ?Low Bandwidth? [96kbps] and ?High Quality? [160kbps]). That?s double the former highest quality level the app could achieve, and tracks streamed at 320 kbps sound substantially better than their lower transfer rate counterparts.

Also available at the 320kbps quality is Spotify?s ?sync? feature, which allows users to save some tracks for offline play as well, allowing them to be saved at the higher quality level for later. The app also allows one-touch log-ins through Facebook with the update, which means getting to your music with your Spotify account goes a lot more quickly.

It?s worth noting that the higher stream rate means Spotify will suck up significantly more data for users who fire it up on a 3G connection, and that can cost you on your monthly bill. If you?re lucky enough to still have an unlimited data plan, however, or if you use Spotify over a Wi-Fi connection, there?s nothing to worry about.

First lady fixes on must-dos prior to election run (AP)

LONGWOOD, Fla. ? Gearing up for a tough political season ahead, Michelle Obama said Saturday she's trying to get as much done as possible before the general election campaign starts to drown out everything else.

"It's sort of like working before vacation ? only it's not a vacation," she said in an interview with a handful of reporters. "It's that same notion of `How much time do we have? What do I have to do?'"

The first lady said she's also reminding herself not to take things personally once the rough-and-tumble of the campaign gets going.

"Things are different in a campaign environment," she said. "It's a competition. Things are said. You just take it one day at a time."

The first lady said she'll devote three days a week to politics once the campaign is in full swing, but she wants to continue working on her signature issues of fighting childhood obesity and supporting military families.

She added that she'll draw a clear line between the campaign and those issues, to keep them from getting bogged down in politics and hurting the credibility of her efforts.

The first lady spoke with reporters on the final day of a three-day national tour marking the second anniversary of her "Let's Move" campaign against childhood obesity. She visited Iowa, Arkansas and Texas before spending the last day in Florida.

Mrs. Obama also talked about the importance of finding time to escape the White House bubble and have more normal interactions with friends and family ? those who know her simply as "Meesh" ? shorthand for Michelle.

That includes unannounced shopping trips, outings with friends and even visiting her brother's house in Oregon with her daughters, she said.

At times like that, she says, "I'm not the first lady."

"We sat on the porch and we ate barbeque," she recalled. "It was important for me to go there."

Mrs. Obama began her day at Northland Church outside Orlando, where she highlighted the work of churches and faith leaders in helping families to adopt healthier habits. Her last stop was Disney World's ESPN Wide World of Sports Complex, where she danced, played tennis and soccer and did other activities with youngsters and a bunch of Disney stars and professional athletes.

Norwegians seek A-ha! moment in North Korean music (AP)

OSLO, Norway ? It's not the face of North Korea the world is used to: five young musicians adding a playful twist to one of the most popular Western pop songs of the 1980s.

On Saturday, an accordion quintet that gained unexpected YouTube fame with their cover of A-ha's megahit "Take on Me" performed the song live at an arts festival in Kirkenes, on Norway's Arctic border with Russia.

"For many it is a revelation that North Koreans open up and play Western pop music with such great joy," said Norwegian artist Morten Traavik, who recorded the video during a visit to the Kum Song school of music in Pyongyang in December. It has since been viewed more than 1 million times on YouTube.

The ensemble accepted his invitation to come to Norway, and their chords formed the musical backdrop Saturday as 250 Norwegian border guards holding colored flipboards tried to create a small-scale version of the giant human mosaics performed at North Korean mass games.

It was choreographed by two North Korean directors, but instead of the patriotic motifs typical to those events, the display in Kirkenes featured local images, such as polar bears and reindeer herders, Traavik said.

It's part of an art project that he's labeled "The Promised Land."

"My idea is to challenge our perceptions of North Koreans, which is extremely negative and stigmatized," he said. "I have a lot of good friends in North Korea. Like other people, they are proud of their country and nature. They are among the friendliest people I have gotten to know."

However, he said North Koreans are marked by a "siege" mentality, from being cut off from the rest of the world by their own authoritarian regime.

"It is important that they experience a very positive response during their visit here," he said. "That they feel welcomed and taken care of."

China says top cop spent a day in US consulate (AP)

BEIJING ? China says a celebrity cop who is linked to one of country's rising political stars spent one day in the U.S. consulate in Chengdu this week.

The Foreign Ministry spokesman's office said late Thursday that Wang entered the consulate on Feb. 6 "and remained there for one day."

The U.S. State Department has confirmed that former Chongqing police chief Wang Lijun visited the consulate, but did not say he had spent a day there.

There has been widespread speculation that Wang has been seeking asylum.

State media said the incident is being investigated, but did not give any details.

Wang worked closely with Chongqing's Communist Party boss Bo Xilai, a candidate for one of the top jobs when China's changes its senior leaders this year.
