DES MOINES, Iowa (AP) ? Midwest ranchers have never been enamored with environmental regulators, but they really began to complain after learning that federal inspectors were flying over their land to look for problems.

The Environmental Protection Agency flies over power plants and other facilities nationwide to identify potential air, water and land pollution. It began using aerial surveillance in the Midwest in 2010 to check farms for violations of federal clean water regulations.

Ranchers who object to the program said they're not trying to hide anything. It's the quiet approach the EPA took with the program designed to spot illegal disposal of animal waste that they find upsetting. Most were not even aware of the flyovers until regional EPA officials mentioned it at a meeting three months ago.

"For me, it just creeps into the 'Big Brother is watching you' area, to where the government just feels like it's getting more and more intrusive," said Buck Wehrbein, who manages a cattle feeding operation in Mead, Neb., about 30 miles west of Omaha.

EPA officials explained during a meeting with ranchers in West Point, Neb., that they lease small planes that fly EPA staffers over cattle operations. The staffers take photographs as they seek evidence of illegal animal waste running off into rivers and streams.

Ranchers complained to their members of Congress, who responded angrily and then grew even more annoyed by what they considered the EPA's sluggish response to their inquiries for information about the flights. Nebraska Sen. Mike Johanns, a Republican, introduced an amendment to a multifaceted farm bill to stop the flights, but it fell four votes short of the 60 needed. Although most backers of the amendment were Republicans, 10 Democrats supported the proposal.

"EPA has been deliberately ambiguous when it comes to the size and scope of this program," Johanns said in a statement. "EPA must be honest about this program or cease it entirely, and I will continue pressing for this information on behalf of all concerned farmers and ranchers."

U.S. Sen. Charles Grassley, an Iowa Republican, met June 25 with top EPA administrators to find out why the agency was flying over farms when there was no indication that regulations had been violated. He also sought more information about why the EPA flew over farms that weren't required to have discharge permits.

"The EPA has come back with some answers, and those are being reviewed now," Grassley spokeswoman Jill Kozeny said. The senator may go back to the EPA again for more detail, she added.

EPA Regional Administrator Karl Brooks, who oversees Iowa, Kansas, Missouri and Nebraska from his Kansas City office, didn't respond to interview requests from The Associated Press.

In response to more than two dozen questions sent by Nebraska's congressional delegation to EPA Administrator Lisa Jackson on May 29, Brooks released a five-page document about the flights.

It said the agency conducted three flyovers in Iowa in 2010, five in 2011, and one this year. In Nebraska, there were six flights last year and three this year.

Two more flights are planned this year in each state.

The EPA said the flights don't target individual farms and focus on areas with many animal feeding operations or watersheds where the state has identified streams polluted by animal waste.

As a result of the flights, the EPA said, it has taken 39 enforcement actions against Iowa livestock farmers and 14 against Nebraska producers.

Brooks said the agency uses the flights to minimize costs and reduce the number of on-site inspections.

"With one combined animal feeding operation inspection costing upwards of $10,000, and Region 7 responsible for improving water quality in about 1,800 miles of impaired Nebraska waters, across 50,000 square miles, EPA uses tools, like airplane flights, to focus our resources and compliance efforts where they are needed most," he wrote.

Brooks' response hasn't satisfied congressmen such as Republican Rep. Adrian Smith, whose rural district covers about three-fourths of Nebraska. He said state inspectors already have the authority to inspect ranches and he isn't sure the EPA's flyovers are needed. He is co-sponsoring a bill introduced by Rep. Shelly Moore Capito, a West Virginia Republican, to prohibit the EPA from using farm flyovers to enforce the Clean Water Act unless the agency has written voluntary consent, provided public notice or obtained a court order.

The EPA conducted flyovers of West Virginia farms in 2010.

"I would like to see those aerial surveillance flights stopped," Smith said. "I want to make sure we can move forward with good policy, and I'm studying how we should move forward."

Several environmental groups have supported the EPA flights.

Scott Edwards, a spokesman for Food and Water Watch, a Washington-based nonprofit environmental group, said state and federal agencies must be innovative in stopping pollution. The protests by ranchers and rural members of Congress are typical when government tries to increase inspections, Edwards said.

"There is always this over-the-top pushback, and it's across the country that agriculture needs to somehow be different," he said.

Marc Yaggi, executive director of the New York-based Waterkeeper Alliance, agreed.

"If taking to the sky is going to uncover illegal activities that are posing threats to human health downstream, we're all for it," he said.

While Nebraska farmers reacted strongly to the flyovers, Iowa farm groups have been more subdued.

"We are really not as excited about that as they have been in Nebraska," said Dal Grooms, spokeswoman for the Iowa Cattlemen's Association.

He said his organization is working with the EPA to focus more on education than on fines.

Chuck Folken, who runs a third generation family cattle feeding operation near Leigh, Neb., about 90 miles northwest of Omaha, said farmers he knows think the EPA just wants to levy more fines. They want Congress to rein in the agency and leave inspections to the states.

"This is just ridiculous that they're flying over watching us like we're committing flagrant crimes," he said. "Everybody is just really frustrated by the thought that the government is flying over, watching us and looking for things that are wrong."

Report: Cyberattacks on critical US targets surge

A DHS emergency team cited a jump in cyberattacks against companies owning critical infrastructure, but some observers cautioned against panic.

Emergency cyber-responders with the Industrial Control Systems Cyber Emergency Response Team (ICS-CERT), an arm of the Department of Homeland Security, reported a 20-fold leap in the number of incidents since the team was created in 2009, says the report, which was posted late Thursday night.

The number of incidents reported to ICS-CERT by the companies that own the vital equipment rose from nine in 2009 to 198 in 2011. The equipment includes operating valves and switches in power plants, refineries, chemical plants, and nuclear generating stations.

Some observers cautioned against panic over the size of the jump, saying the rate of increase is somewhat exaggerated because the government cybersquad was a new entity ? meaning that reporting rose naturally over that period. It may take a few more years to establish a firm trend line, these experts said.

Indeed, the number of the most serious cases, requiring "flyaway teams" to swoop down at those companies' sites, involved just two visits in 2009, eight in 2010, and seven in 2011. That makes for a total of 17. Also, the number of cases involving analysis efforts by ICS-CERT, but not a site visit, were just 21 in 2011 ? indicating that many incident reports were lesser threats or perhaps even false alarms.

While the attacks that ICS-CERT responded to do not appear to have directly targeted the control systems themselves, many were instead targeted attempts to steal confidential data, and they infiltrated businesses and networks connected to others that did control these vital systems.

"Sophisticated threat actors were present in 11 of the 17 incidents, including the actors utilizing spear-phishing tactics to compromise networks," the report says. "These threat actors were responsible for data exfiltration in several cases, which seems to have been the primary motive for intrusion. No intrusions were identified directly into control system networks."

Since direct attacks on industrial control systems are still apparently quite rare, some critics say that ICS-CERT seems to be scrambling to find a mission for itself. In the one case in 2010 involving a real control system attack ? Stuxnet ? the ICS-CERT and DHS were heavily criticized for being slow to respond.

But even as reporting has improved, the number of "exploits" or vulnerabilities identified in industrial control systems has exploded over the same period.

"Awareness of security issues has grown a lot in the last few years, and a lot of technology has been deployed to detect threats, so reporting is better," says Jacob Kitchel, senior manager of security and compliance at Industrial Defender, based in Foxborough, Mass. "But [industrial control system] security has become a hot topic, too. So criminals and hackers are becoming more curious about these systems and have begun poking and prodding them. It's a combination of these things."

In fact, there was a fivefold increase in incidents last year over 2010 ? a period in the wake of Stuxnet. The world's first publicly known cyberweapon, Stuxnet was unleashed on Iran by the United States and Israel, news reports recently confirmed.

Stuxnet affected others, too. The report records just one 2010 incident involving a US manufacturing company whose industry systems were infected with the Stuxnet worm, prompting a flyaway team to visit it, the government report said. But Symantec, in its analysis of the cyberweapon's spread, estimated dozens of US cases of Stuxnet infections.

Eric Byres, a Canadian security expert, told the Monitor last year that a number of energy companies were infected with Stuxnet and required costly remediation to remove it.

In terms of cyberattacks overall, energy companies were one of the biggest targets, according to the government report. Electric utilities took 44 percent of the hits in 2010, with nuclear power companies at 12 percent.

Water purification systems were the largest single sector reporting incidents in 2011. Many of those incidents were apparently due to the system interfaces being featured on a specialized search engine called SHODAN, thus being ripe for identification and attack, the report found.

ICS-CERT teams were called for the 2009 "Night Dragon" attacks on energy companies, which targeted global oil, energy, and petrochemical companies. In those cases, hackers trolled company networks for sensitive data and valuable intellectual property.

That same year, ICS-CERT deployed a team to a nuclear power plant. There it found a piece of crimeware that had taken over 100 computers on the company's business network. How did it get there? An employee had used a USB drive from an industry trade show to load a report onto his laptop ? and the Mariposa botnet virus was on it.

Other nuclear industry employees had also used the same infected USB drive at the industry event, investigators were told, so their laptops were probably infected, too. But even though ICS-CERT got the instructor?s name, contacted him to let him know about the infected drive, and asked for a list of attendees at the seminar for notification purposes, the instructor went it alone.

He "said that he would reach out to the entities himself to inform them of the malware," the report said. "Unfortunately, ICS-CERT was not able to verify if the companies were ever contacted and to what extent they may have been impacted."

Super Guppy delivers space history to Seattle

SEATTLE ? It may not be a real space shuttle, but it's ours.

Today NASA delivered a key piece of the mockup that astronauts used for space shuttle practice to the Museum of Flight in Seattle, my hometown. And it arrived aboard one of the most ungainly-looking airplanes ever built. The wingless mockup is known as the Full Fuselage Trainer, or FFT. The plane has a nickname that's more colorful: the Super Guppy.

The Super Guppy looks more like a Super Whale. The wide-body turboprop airplane has a cargo hold that's been built up into a bulbous shape, specifically to carry big stuff for outer space. Only five of the Guppies were ever produced, and they were used to cart spacecraft components around for the Gemini, Apollo, Skylab and shuttle programs. This Super Guppy is the only one of its kind still flying, and this week's odyssey with the most important piece of the Full Fuselage Trainer is one of the highest-profile flights the plane has ever taken.

For decades, the plywood-built FFT sat in a building at NASA's Johnson Space Center in Houston. The crew compartment ??the part of the structure that was flown to Seattle today ? was outfitted with all the buttons, switches, cockpit displays and middeck lockers that the real shuttles had. None of those gadgets worked, but they helped the astronauts get familiar with the layout before they started handling the real controls. Astronauts could also practice how they'd get out of the shuttle in the event of a landing-strip emergency.

With the end of the space shuttle era, NASA's Johnson Space Center no longer needed the FFT, so the space agency decided to donate it for display. The Seattle museum made a play for one of the flown shuttles, and even built a shuttle-sized, 15,500-square-foot Space Gallery to display it in. But Seattle lost out to Florida, California, New York and the "other Washington" in the competition for Atlantis, Endeavour, Enterprise and Discovery. The Full Fuselage Trainer served as the consolation prize.

Most of the FFT's plywood parts could be shipped up by traditional means for later assembly, but the shuttle crew compartment had to be transported all in one piece. That's why NASA's Super Guppy was called into service.

The airplane has a 25-foot-high, 25-foot-wide, 111-foot-long cargo compartment ??big enough to hold the mockup's most awkward piece, even when it's bound up in shrink wrap and a protective steel frame. Over the past couple of days, the Super Guppy has been making a journey from its home at Ellington Air Force Base in Texas, over to California, and then up to Seattle at a top speed of around 200 knots. It wasn't exactly a record-setting pace ??but what the Super Guppy lacks in speed, it more than makes up for in the "What the Heck Is That?" department.

The Guppy flew over my hometown and its surroundings with a Seattle-born astronaut, Greg Johnson, at the controls. Then it floated down to a landing right in front of the museum, which is adjacent to Boeing Field. One of the commentators at the museum called it a "beautifully ugly airplane."

Washington Gov. Christine Gregoire pointed to the craft with pride as the sky spit down rain. "When we get together in Washington state, we can land the big whale right behind me," she said.

The cargo compartment for the Full Fuselage Trainer, wrapped in protective plastic, has been taken out of the Super Guppy for a short ride on the Tunner transporter to its new home in the Museum of Flight's Charles Simonyi Space Gallery.

Several thousand onlookers watched as the Super Guppy's entire front opened up to the side like a four-story-high door.?

"It's really cool that it's actually able to fly," Allison Kirkman, a 10-year-old student at Spirit Ridge Elementary School in Bellevue, Wash., told me as she watched from the tarmac. "It's an amazing plane, and how they built it is cool, too."

The shrink-wrapped shuttle crew compartment was moved out of the wide-yawning Super Guppy onto a 65,000-pound mobile transporter, then rolled over to the museum's Charles Simonyi Space Gallery. Over the next couple of months, the shuttle mockup will be assembled in a place of honor, alongside a Russian Soyuz capsule and a prototype lander that was used in Blue Origin's spacecraft development program. Museumgoers like Kirkman will be able to walk through the shuttle mockup's cargo bay ??and they might even be able to crawl through the crew compartment, just like the astronauts did.

Kids, prepare to be amazed ... again.
